Target Markets Program Administrators Association
Program Administrator
CIC Insurance Brokers, Inc.
That old cliché about time and how quickly it passes by, crosses C.T. Kelly’s mind every now and then. In 1974, Kelly opened the doors of CIC Insurance Brokers, Inc. Now, “only” 32 years later, CIC, working through independent insurance agents and brokers, is still going strong developing innovative programs for client groups with particular needs.
Vision and innovation are trademarks of Kelly’s leadership role within the insurance industry—first, with the founding of CIC to be a program administrator specializing in specific business categories rather than operating as a general business wholesaler. Then, a quarter century later, CIC became a prominent voice in a newly formed industry organization, the Target Markets Program Administrators Association. C.T. Kelly recognized early TMPAA’s potential as an organization to create networking opportunities among program business professionals. He has served on the association’s board for several years.
“Target Markets is only a little over five years old,” notes Kelly. “But it already does what it was designed to do. The association provides members important information, specifically about program business. And it offers numerous opportunities for networking. The organization, as so many do, started out with literally a handful of individuals. In this short time we’re now nearly 250 members strong. And still growing. The Target Markets Association’s goal is to apprise program professionals of what’s happening in the program marketplace. There is no other association so dedicated to those agencies that specialize in program business.”
CIC Insurance Brokers concentrates its special program activities on the nation’s employee staffing industry. The focus is on employee leasing operations and on “temps,” temporary employees. Leasing is something of a complicated arrangement.
As an example, a company wishing to, say, eliminate paperwork or perhaps re-direct its operational energies to other areas might technically remove employees from the payroll rather than remain the employer of record. It could then arrange to lease them back from another company with whom the employees might receive better benefits.
CIC has programs for temporary employees and leased employees. Its coverage packages for the staffing industry include property, general liability, employee dishonesty bonds, and errors and omissions. Also available from CIC are excess and umbrella coverages.
Kelly actively encourages TMPAA members to share programs among themselves. “Here’s an example. We (CIC) are a program administrator for the staffing industry,” he says. “Suppose another Association member has a program in another category that happens to employ staffers. By posting their respective programs on the Target Markets Web site (www.targetmkts.com), members can discover the advantage of sharing portions of each exposure, with each receiving a small percentage of the partner’s commissions. It probably wouldn’t be feasible for every program administrator, but the association is continuing to pursue the possibility.”
In its five-plus years, the Target Markets Program Administrators Association has grown in size and progressed appreciably in its mission advocated by C.T. Kelly and the group’s founders. “We’re about networking and the sharing of ideas for the purpose of open discussion. Clearly, Target Markets is reaching its goals.” * |
