RISC Programs Division


RISC has been in the wholesale business for more than 40 years and has developed a strong following among retail agents throughout the southwest and beyond. RISC’s Programs Division has played a major role in the firm’s success. The organization has a successful track record of creating affinity programs, solving problems for agents and carriers, providing effective administrative services, and delivering consulting services for associations and insurance carriers.

The organization’s team of talented professionals has more than 120 years of combined experience working for some of the best-known and largest carriers, agencies and brokerages in the country. Expertise extends to many classes of business, such as contracting, garage liability, transportation, retail, franchises, manufacturing, service industries, cooperatives and professional organizations.

One of RISC’s goals is to be the most prominent program agency in the southwestern United States. An overriding philosophy is to develop partnerships with organizations that share its business acumen, desire for excellence, drive for success through mutually beneficial contractual arrangements, and ethical behavior. According to Bob Leonhart, senior vice president, RISC Programs has been successful at choosing partners through patient due diligence. “We’ve worked hard to select the best carriers, agents, brokers and other professionals to work with,” he says. “The result is a collection of strong programs that zero in on market opportunities and meet critical insurance needs of businesses in many industries.”

Leonhart draws on more than 30 years of experience in commercial lines and program development to lead the division. Formerly a top life and health producer, Leonhart has received the Independent Insurance Agents of America Presidents Award, the Industry Partner of the Year award four years straight from the Independent Electrical Contractors of Texas Association, and the National Industry Partner award from the Independent Electrical Contractors of America. He also manages three national trade association insurance programs and oversees the underwriting division for the American Fire Sprinkler Association’s national general liability program.

The RISC Programs Division is staffed by experienced professionals who are knowledgeable and proficient in managing affinity programs and, as important, the relationships that drive them. These individuals include:

• Terry Scroggins, vice president, a 30-year industry veteran with a diverse underwriting background

• Debbie Hankins, underwriter, whose 25-year career includes significant management and marketing experience in a variety of insurance programs

• Laura Crain, senior associate, who brings 19 years of carrier and broker experience to her role as umbrella underwriter for 14 of RISC’s national program accounts

• Roger Heron, senior underwriter, whose 20 years of carrier, agency and wholesale experience provides the foundation for his work on behalf of agencies and insureds in all lines of business

The RISC Programs Division administers programs for a range of construction and related businesses, including those in the concrete, electrical, excavation, fencing, fire sprinkler, ground water, HVAC, landscape, roofing, spa and pool, underground utility, and various other contracting classes.

The organization maintains more than 50 different insurance company relationships that allow it to develop new affinity programs quickly that zero in on unique customer needs.

Leonhart says his organization has a passion for delivering top-notch service to its agents and brokers and their insureds. “We believe in the Gold Standard of customer relations,” he explains. “We know that retail agents have many choices today when it comes to who they do business with.
